It’s a neat story about a guy with relatively mundane powers but has the unique ability to nab others power level and transfer it to others to make them more powerful, or in the case of a rather airheaded super-hero, make her more intelligent.
It was fun and neat and showed the main character not quite as a distinctly bad person but certainly not a good person despite the legion of heroes chasing after him constantly.
