Perhaps a bit dated in tone, or style, but idea is worthy. Kind of a cross between 1984 & Children of Men, but from viewpoint of population control. With a bit more of an attitude of digging into moral & philosophical aspects of Malthusian population control & a sacrificial tragic ending it could have had more punch.
