The plot is based on vampiric speciesism, depending heavily on stereotypes. Our sympathy is drawn to anti government thinking, especially when it impinges on the restraint-free enjoyment of wealth by the nobility. The average 10 year old reader may not get the jokes about red light districts, so it is a bit of a step up from How to Train Your Dragon but light years short of Discworld. It could function as a bestiary or a grimoire in narrative form. I wonder what would interest girl readers unless they aspire to be a paladin or publican. But apparently I seem to be in the minority among reviewers.
