I guess I was hoping that it would propose a solution, or make clear the consequences of continued inaction, but it just does not deliver. I don’t see solutions here, nor does it make clear what the blockers are, it kind of presumes that everyone knows.
I wish my criticism could be better, but I don’t know what the solution is myself or implementation strategy for any substantive solution. I fear that we all know the solution will happen by the usually means: When a system can no longer sustain the current input levels, it will evolve to a different state that is sustainable. Refer to the mathematics of “Catastrophe Theory” for an explanation.
